Prisoners to get extra relief for early release due to good behaviour

Important Decisions of the State Cabinet

In a meeting chaired by the Chief Minister Smt. Vasundhara Raje the State Cabinet took several important decisions including extra relief to the prisoners in confined in Rajasthan Jails who were entitled for remuneration for their good behaviour. Decision to offer customized packages to two investors was also taken.

Parliamentary Affairs Minister Shri Rajendra Rathore briefed the newsmen after the meeting. He told that the Cabinet decided to give remuneration to the well-behaved prisoners for their tenure of parole as well at the rate of 2 days against one month of jail term. For this, Rajasthan Prisons Rules-1951 would be amended, he said.

Shri Rathore said that the Cabinet further decided to reduce the condition of total earned remuneration of 4 years to two-and-a-half years for early release of prisoners convicted for life after they complete 14 years jail term. He told that special remunerations given to prisoners on special occasions such as Gandhi Jayanti, Mahaveer Jayanti etc. would also be counted to calculate the total remuneration for early release. For this, the Prisoners (Shortening of Sentences) Rules 2006 would be suitably amended, he added.

In the Cabinet meeting, the Minister said a decision was taken to give customized package of rebate on various fees and duties to Aksh Optifiber Ltd. This firm would establish the country’s biggest production unit for ophthalmic lenses to produce 2 lakh lenses per day. It would invest Rs. 100 crore in Bhiwadi of Alwar district till year 2020-21 and thus generate employment opportunities for about 950 persons, he added. Similarly, Sudiva Spinners Pvt Ltd would be given customized package of rebates for its second production unit in Bhilwara. This company would invest Rs. 260 crores to generate employment for 425 persons.

Shri Rathore said that review of Mukhyamantri Jal Swavalamban Abhiyan (MJSA) Phase II was done in the meeting. The CM Smt. Raje directed the officials to ensure that proposed 1,35,301 watershed works in 4,213 villages were completed by the deadline of June 30 at all costs. It was also decided to do an ‘impact analysis’ of the first phase of MJSA. It would be done on the criterion of improvement in groundwater table, betterment of drinking water supplies, increased green cover and irrigated areas in the catchment regions of the MJSA, he said.

The Parliamentary Affairs Minister said that the Cabinet also reviewed the situation of drinking water and the CM ordered for completing repair works on 4.5 lakh hand-pumps, install new hand-pumps or dig new wells as per need and have GPS monitoring of tankers so that proper supply of drinking water could be ensured. She further asked to allocate Rs. 50 lakh to every district as contingency and replace old pipelines in the phased manner, he said. He added that to redress the issues of drinking water supplies, control rooms had already been made functional in every district and a toll-free helpline (1800 180 6088) was operational at the state-level.

Shri Rathore said that while reviewing the situation of seasonal diseases during acute hot weather, the CM asked to take steps for control of swine flu. For this, presence of doctors and para-medic staff at hospitals, availability of medicines and free diagnostic facilities would be ensured and isolation wards would be established in satellite hospitals. He said that to control water-borne diseases, she ordered for bleaching of drinking water and proper cleaning and sanitation.

The Minister said that the CM directed for preparing a vision document for the state to ensure double income of farmers by the year 2022. She asked for enough supplies of fodder, water and medicines for the cattle in scarcity-hit 5,656 villages of 13 districts in Rajasthan. She also directed the officials that maximum number of eligible candidates be benefited during the campaigns such as Mukhyamantri Shahari Jan Kalyan Shivir and Deendayal Patta Vitaran Abhiyan. She added that all these campaigns would be reviewed on fortnightly basis, he said.
