The State Cabinet in its meeting held on Tuesday at CMO decided to amend the Rajasthan Pension to MISA and DIR Prisoners Rules, 2008. After the amendment it will be Rajasthan Loktantra Rakshak Samman Nidhi Rules, 2008. Now, MISA and DIR detainees in the state to be known as Loktantra Rakshak Sainani. After the amendment MISA detainees who domiciled in Rajasthan and were kept in prisons situated outside Rajasthan during National Emergency period (1975-77) will also be eligible to get pension and other allowances according to the rules. Till now only MISA and DIR detainees domiciled in Rajasthan and were kept in prisons of Rajasthan for at least one month were eligible for pension.

The Parliamentary Affairs Minister briefing the media after cabinet meeting that to apply for pension till now it was mandatory to produce certificate from the Jail Superintendent or SP of the concerned district mentioning that the applicant had been kept in prison as MISA detainee. Now, after the amendment if record of the detainee is not available in prison or police station the MISA detainee can give an undertaking with certificates given by two other MISA detainees kept in the same prison. These certificates would be counter signed by the sitting or former MP/MLA of the concerned district. After the amendments MISA detainees who were not adult during detention period shall also be eligible for pension and allowances as per rules.

Shri Rathore informed that the state cabinet also gave approval to ‘The Rajasthan Bovine Animal (Prohibition of Slaughter and Regulation of Temporary Migration or Export) (Amendment) Bill, 2017’. This amendment bill shall be sent to the President of India seeking approval before presenting in the State Assembly. After the amendment the calf of indigenous Nagauri breed of not less than two years will be permitted for temporary migration or export for the agriculture and breeding purpose only. After the amendment permission for temporary migration or export will be allowed only for the states where slaughter of bovine animal is prohibited by law.

The Parliamentary Affairs Minister informed that the cabinet also gave nod to repealing of four laws which have served their purposes and have become irrelevant today. These are The Rajasthan Revenue Laws (Extension) Act 1957, The Rajasthan Holdings Consolidation Operation Validating Act 1960, The Rajasthan Land Revenue (Amendment and Validation) Act 1966 and The Rajasthan Imposition of Ceiling on Agricultural Holdings (Amendment and Validation) Act, 1979.

Shri Rathore informed that the cabinet cleared the proposal of de-acquiring around 893.06 hectares out of 1425.36 hectares of land acquired in five villages i.e. Jonaicha Khurd, Googalkota, Shahjahanpur, Bawad and Chaubara for developing Phase-1 (A) in Khushkhera-Bhiwadi-Neemrana Investment Region under Delhi-Mumbai Industrial Corridor (DMIC) project. The compensation amount for 893.06 hactare acquired land in these villages was around 2785.77 crores which was approximately 3.01 crore per hectare.

The state government has decided to acquire equivalent land in villages Palawa, Beerod, Mirzapur and Lamachpura where current acquisition cost is estimated to be approximately 915.6 crores for 893.06 hectares. Hence, the acquisition cost in comparison for 1425.36 hectares will be 1331.14 crores instead of the earlier estimated cost of Rs. 3204.41 crores which is only 41.5% of the earlier estimated cost. The state government has already declared award of Rs. 418.64 crores for 532.30 hectares out of 1425.36 hectares land acquired and to be taken in possession in five villages i.e. Palawa, Beerod, Mirzapur, Lamachpura and Manka. The 60 meter strip of land will also be acquired for the approach road from NH 8.

The Parliamentary Affairs Minister informed that the cabinet gave approval for allotment of 65661 square meter land for GST Commissionerate, GST Audit Commissionerate and GST Appeal Commissionerate in Jodhpur. Apart from this, the cabinet also gave approval to the proposal regarding allotment of 6 Bigha land to connect railway link line from 19 FD Army Depo to Banad Railway Station in Jodhpur. Proposal regarding allotment of 10, 000 square meter land free of cost to Food Craft Institute of Udaipur now promoted as Hotel Management Institute was also cleared.

The cabinet also gave approval to the proposal regarding renaming the Govt. College, Mahua as Dr. Bhimrao Ambedkar Govt. College, Mahua and Govt. Girls College, Rajsamand as Shri Dwarkdhish Govt. Girls College, Rajsamand.
