Investment Proposals Of Worth Rs. 2037 Crores Cleared, 10,000 People To Get Employment

State Cabinet Meeting

Various important decisions taken including amendment in Rajasthan Panchayati Raj Act, constitution of State Higher Education Council and introducing Rajasthan State Electricity Distribution Management Responsibility Ordinance, 2015 during the cabinet meeting held on Wednesday. The meeting was presided over by Chief Minister Smt. Vasundhara Raje. The cabinet also gave approval for establishment of industrial units in various parts of the state. The decision will pave way for bringing in the investment of Rs. 2037 crores and provide employment to more than 10,000 people.

Talking to media persons after the cabinet meeting Parliamentary Affairs Minister Shri Rajendra Rathore informed that decision was taken to amend section 89 and 90 of Rajasthan Panchayati Raj Act, 1994. For this Rajasthan Panchayati Raj (Third Amendment) Ordinance, 2015 will be introduced. To bring transparency in recruitments now the recruitment of Gram Sevak and clerks in Panchayati Raje institutions will be made through Rajasthan Subordinate and Ministerial Services Selection Board.

Shri Rathore informed that cabinet gave approval to the proposal regarding constitution of the State Higher Education Council (SHEC) under the chairmanship of Higher Education Minister. The objectives of SHEC are to improve overall quality of higher education institutions, to usher in transformative reforms in higher education sector, to bring about radical improvement in gross enrolment ratio, to correct regional imbalances in access to higher education by setting up institutions in remote areas. The Council shall perform steering, monitoring and evaluation, quality assurance and academic functions, as well as advisory and funding functions.

The Parliamentary Affairs Minister informed that the cabinet also gave approval to bring Rajasthan State Electricity Distribution Management Responsibility Ordinance, 2015. Through this Ordinance the Rajasthan Rajya Vidyut Vitran Vitt Nigam Ltd. shall be established as a financing vehicle and to facilitate raising of capital or lower cost borrowings for DISCOMs every financial year for a period of up to financial year 2021-22 from financial year 2015-16. The state government will provide Rs. 1200 crore as electricity duty and Rs. 7,500 crore as tariff subsidy per year as financial assistance. Under the Ordinance the financial restructuring plan for DISCOMs will be prepared.

Decision was also taken to rename the Department of Language as the Department of Language & Library. Cabinet also gave approval to amendment in sub-rule 4 of Rule 50 in Rajasthan Civil Services (Pension) Rules, 1996. After the amendment a government servant shall be precluded from withdrawing the notice for voluntary retirement once the notice has been accepted and communicated to the employee in writing by the appointing authority.

Shri Rathore informed that cabinet also decided to amend rule 4 of Rajasthan Civil Services (Service Matters Appellate Tribunals) Rules-1976. After the amendment the matters related to transfer shall be heard by the two member bench of Civil Services Appellate Tribunal for the quick disbursement of the matters. The decision was also taken to amend rule 160(4) of Rajasthan Services Rules, 1951. After the amendment provision has been made that the head of office or department shall after existing entry provide attested photo copy of service book instead of duplicate service book.

The Parliamentary Affairs Minister informed that Girdavari report from 33 districts has been received. According to that more than 33 percent damage in crop has been found in 15,820 villages out of which 14,487 villages have recorded more than 50 percent crop damage. The state government will send a memorandum to the Centre for compensation according to NDRF norms.

Shri Rathore informed that Chief Minister gave directions regarding investment proposals put on the ground. The proposals accepted by the state government were discussed during the meeting.

According to the investment proposals the Galaxy Shoppee Pvt. Ltd. will set up its unit at Boyana village in Mawali Tehsil of Udaipur district by investing Rs. 11,000 crores. Shalby Hospitals Gujarat shall establish a 270 bedded super-specialty hospital at Chitrakoot in Jaipur by investing Rs. 130 crore. The hospital will be operational in September 2016 and will provide employment to 1500 people. Super Gold Suiting’s Pvt. Ltd. will set up a denim fabric plant in Mandphia in Chittorgarh with investment of Rs. 100 crore. M/s. Yazaki India Pvt. Ltd. will make investment of Rs. 70 crores in two phases at Bhiwadi providing direct employment to 2,050 people. M/s. CKS Medicare Pvt. Ltd. will set up a 200 bedded multi-specialty hospital with investment of Rs. 57 crores at Vishwakarma Industrial area of Jaipur. Mayur Uniqoters Pvt. Ltd. will set up its unit at Dhodasar village of Jaipur providing employment to 1000 people and investing Rs. 275 crores. Flagship Company of LNG Bhilwara Group RSWM Ltd. will make total investment of Rs. 394 crores in the proposed new and expansion projects at Ringas (Sikar) Mordi (Banswara) and Kanyakheri (Bhilwara). The company will provide employment to around 1838 people.

Thus all these investment proposals will bring in investment of Rs. 2037 crores and provide employment to 10,000 people. The cabinet has decided to provide investment subsidy, special customized package, and exemption from payment of entry tax on capital goods, exemption from stamp duty and other benefits under RIPS, 2014.
