Important Decisions In Cabinet Meeting; 33,689 School Assistants To Be Recruited

The State Cabinet has approved Rajasthan School Assistant Subordinate Service Rules-2015 for recruitment of school assistants on 33,689 posts and took several other important decisions including setting up of Bhupal Nobles University in private sector at Udaipur and amendments in the Agricultural Market Yard Transfer Policy-2013.

The Chief Minister Smt. Vasundhara Raje chaired the meeting of State Cabinet at the CMO on Tuesday.

Parliamentary Affairs Minister Shri Rajendra Rathore told the media persons that the State Cabinet gave approval to Rajasthan School Assistant Subordinate Service Rules-2015 as per which 33,689 school assistants would soon be recruited. These posts would be allotted in government Upper Primary, Secondary and Higher Secondary schools. Main assignment of the school assistants would be record-keeping of mid-day-meal, enrolment and dropout children, promoting children to attend schools, sanitation and other non-teaching works. Candidates having experience in approved government and private schools under the government’s educational projects such as Lok Jumbish, Shikshakarmi Board, Rajiv Gandhi Pathshala, DPEP, Sarva Siksha Abhiyan, Madarasa Board etc would be included in these recruitments.

Shri Rathore said that this recruitment would be based on 100 marks, of which 70% weight-age would be given for the marks scored in Senior Secondary examination. Bonus of 5, 10 and 15 marks would be given for one, two or three years experience respectively in government schools or government educational projects. A interview committee constituted at district level would conduct interview for 15 marks. Those candidates who were within age limit at the time of their first appointment in the Lok Jumbish, Shikshakarmi Board, Rajiv Gandhi Pathshala, DPEP, Sarva Siksha Abhiyan, Madarsa Board projects, but have now expired the age limit would be eligible for this recruitment. No bonus marks would be given for experience earned in the private schools, he said.

The Parliamentary Affairs Minister said that District Collectors and the Superintendents of Police Conference would be held between July 22 and 25. The Chief Minister would chair the joint conference of the Collectors and the SPs on July 22 and 23. District-wise meetings of the Collectors and SPs with in-charge Ministers, Secretaries, Divisional Commissioner and the Members of State Assembly would be conducted on July 24. On the last day of conference on July 25, decisions and action taken on the applications received during Sarkar Aapke Dwar (Government at Your Doorstep) campaign in Bharatpur, Bikaner and Udaipur divisions would be reviewed, he said.

Shri Rathore said that Government at Your Doorstep campaign would be conducted in Kota Division between August 31 and September 7. In the beginning of the event all Ministers would be present at Kota on August 31. Jan Sunvai (Public Hearing) would be conducted at every Gram Panchayat headquarter and group hearing would be done at the block-level. On September 7, meeting of the State Cabinet would be held at Kota, he stated.

Parliamentary Affairs Minister said that about 12 lakh cases had been disposed off during the Nyay Aapke Dwar (Justice at Your Doorstep) campaign. The Cabinet expressed satisfaction over the progress of the campaign, he said. He added that in all about 2.75 cases of revenue record updation, about 52,000 cases of division of revenue titles, almost 14,000 matters of title rights, another 3.83 lakh cases of transfer of mutations and about 3.34 cases of revenue certificates were disposed off.

Shri Rathore said that till date the state government had approved sanction for recruitment on 1,00518 different posts in various departments to the recruiting agencies. Till date, appointment were given on 54,097 different posts.

The Minister said that the State Cabinet further decided to amend Rajasthan Public Service Commission (Conditions of Service) Regulations, 1974. As per this, the non-government Chairperson and Members retired from the Commission would be given monthly pension of 8,000 rupees and 7,500 rupees respectively instead of 650 and 500 rupees, he told.

Shri Rathore said that the Cabinet also approved to amend Rajasthan Journalists and Writers Welfare Fund Rules-2001. One-time assistance provided from this fund had been hiked from 25,000 rupees to 50,000 rupees and in special circumstances the assistance of one lakh rupees would be given instead of 50,000 rupees. Also, 50% concession in bus fare was approved for the accredited journalists for all Rajasthan Roadways buses on AC and Volvo category within operational within Rajasthan and for journey to Delhi, the Minister said.

The Parliamentary Affairs Minister said that for attracting investment in higher education sector, it was decided to establish Bhupal Nobles University at Udaipur in the private sector. He said that setting-up of this university would ensure quality improvement and promotion of research in higher education sector.

He told that the State Cabinet further decided to amend Rajasthan Agricultural Market Yard Transfer Policy-2013 as per which traders of the old agricultural produce market would be allotted shops in new markets as with mutual consent, he added.

Shri Rathore said that at state-level the Civil Defense Department would be merged with Disaster Management and Relief Department for which the decision of amending Rajasthan procedural rules was taken. Disaster Management and Relief Department would be nodal for the Civil Defense Department, he said.
