‘Nyay Aapke Dwar’ Campaign to start from May 9, Bharat Uday Abhiyan to Kick off from April 14

The state cabinet has given nod for running the second phase of the ‘Revenue Lok Adalat – Nyay Aapke Dwar’ campaign from May 9 to July 1, 2016 and ‘Gram Uday se Bharat Uday’ campaign from April 14 to April 24, 2016. The cabinet has also given approval to financial restructuring of DISCOMS under ‘Uday’ Yojana. The decisions were taken during the state cabinet meeting held on Tuesday. The meeting was chaired by Chief Minister Smt. Vasundhara Raje.

Talking to media after the cabinet meeting the Parliamentary Affairs Minister Shri Rajendra Rathore said during the ‘Nyay Aapke Dwar’ campaign various pending issues related to revenue shall be disposed off on priority basis.

Orientation workshops of SDM, ACM & ADM will be organised on April 25, 26 and 27 where training shall be given related to Revenue Court Monitoring System Software.

Shri Rathore informed that ‘Gram Uday se Bharat Uday’ campaign on the 125th Birth Anniversty of Baba Saheb Shri Bhimrao Ambedkar will be run from April 14 to 24 and various programmes shall be organised during the campaign including social harmony programme, Gram Kisan Sabha and Gram Sabha where information regarding personality and works of Baba Saheb shall be spreaded.

The Parliamentary Affairs Minister said that the state cabinet also gave nod to the financial restructuring plan for DISCOMS. A tripatriate agreement was signed between Govt. of India, Rajasthan Government and DISCOMs on January 27, 2016 to help DISCOMs to overcome the debt and improve their efficiency. Under the scheme 75 percent of the outstanding debt of the DISCOMS will be taken over by the state government in two years. Fifty percent of the outstanding debt will be taken over in 2015-16 while 25 percent of the outstanding debt will be taken over in the year 2016-17 by the state government.

Due to the debt takeover the state government would have to bear the financial burden of Rs. 5000 crore annualy in the form of interest payment. He said the state government will take steps to improve the efficiency of DISCOMS.

Shri Rathore informed that the Cabinet also gave approval to amendment in clause 13 of the Solar Energy Policy, 2011. Under the clause 13 of the Solar Energy Policy provision was made that the solar power projects established for sale of power to parties other than Discoms of Rajasthan, the Solar Power Producer shall deposit development charges of Rs. 10 lakh per MW to RREC. After the amendment provision has been made that such development charges will not be applicable for the Solar Power Producers who had signed agreement prior to the policy came into operation. The state cabinet decided to delete audit para regarding recovery of development charges of Rs. 27 crore 50 lakh for 275 MW of 25 projects who had signed power purchase agreement prior to the policy came into operation.

The state cabinet also gave approval to the proposal regarding amendment to delete the rule 25 C of Rajasthan Civil Services (Conduct) Rules, 1971 under which it was provision to take disciplinary action against the government servant who has more than two children after 1-06-2002.

The state cabinet aslo gave approval to the proposals regarding giving free of cost vacant government land to NHAI for road development. If any pasture land is situated in the road boundaries then the NHAI will be liable to pay compensation to the concerned party. The cabinet also decided to amend Rajasthan Lokayukta Sachivalya Ministerial Services (Service Rules) Amendment Rules – 2015 to add Rule 8 A. After the amendment the employees of other departments shall be eligible for absorb for Lokayukta Sachivalaya.
