Next GRAM to be held in Udaipur from November 7 to 9; Campaign to allot leases in rural areas

The State Cabinet in its meeting on Wednesday took various important decisions including organization of GRAM in Udaipur from November 7 to 9, organising campaign to provide lease in rural areas, generating new posts of ECG Technician and Boiler Attendant. The cabinet also reviewed the works done in second phase of MJSA and workplan for the third phase of MJSA. The Cabinet Meeting was presided over by Chief Minister Smt. Vasundhara Raje.

Briefing the media after the cabinet meeting Parliamentary Affairs Minister Shri Rajendra Rathore informed that after successful organization of GRAM in Jaipur and Kota the third GRAM will be held at Maharana Pratap University of Agriculture & Technology, Udaipur where 30 thousand farmers will learn the innovations made in Agriculture sector. Shri Rathore said the Cabinet also gave approval to the proposal related to start campaign to provide lease for houses built on the government land in rural areas.

The Parliamentary Affairs Minister said that the cabinet discussed the work plan for the third phase of MJSA to be held in desert districts from December 9, 2017 and in Non Desert districts from January 20, 2018. All the works of the third phase will be completed by June 30, 2018. At least five villages will be included from each Panchayat Samiti in this phase, he said. He also informed that the 96.55 percent works of the MJSA second phase has been completed and around 60 lakh trees have been planted in this phase.

Shri Rathore said the cabinet in its meeting gave approval to the proposal regarding amendment in rule 7 of Rajasthan Tenancy (Government) Rules, 1955. According to the rule 7 currently, the classification of pasture land cannot be changed as unoccupied culturable government land (Sawai Chak) for infrastructure projects or development works without the prior permission of the state government. The permission can only be granted if the equal area of khatedari land is surrendered in favour of state government in the village or nearby village within the same Panchayat. After the amendment in the rule 7 now it has been proposed that if the land is not available in the adjoining Panchayat for the same purpose, it may be set apart, in exceptional case in the same Tehsil. This decision would pave way for the availability of land for development works in rural areas.

The Parliamentary Affairs Minister informed that the old campus of Rajasthan State Ganganagar Sugar Mills Ltd. in Sri Ganganagar city shall be used for the proposed Mini Secretariat where 37 offices shall be shifted including collector office, SP office, Treasury and Zila Parishad office. Apart from this place will be provided for court buildings and advocate chambers in this premise. Around Rs. 173 crore shall be spent for this purpose. Rs. 158 crores shall be raised by the present premises of the collector office, SP office and other officers being shifted to Mini Secretariat.

Shri Rathore informed that the cabinet also gave approval to the proposal regarding change in nomenclature of various posts and the required experience for these posts and length of service required for the promotion for ministerial cadre employees of the state government. Nomenclature shall be now as below. Clerk Grade II shall be Junior Assistant, Clerk Grade I shall be Senior Assistant, Assistant Office Superintendent shall be now Assistant Administrative Officer, OS cum Asst. Administrative Officer shall be now Additional Administrative Officer. Prescribed experience for the promotion has also been proposed to be reduced as for Additional Administrative Officer the experience shall be two years, for Administrative Officer the proposed experience shall be 3 years while for the Establishment Officer the total 25 years’ experience of all posts of the ministerial service shall be counted.

The cabinet also gave approval to the proposal regarding creating new posts of ECG Technician and Boiler Attendant. The educational qualification for the ECG Technician shall be senior secondary with Maths and Biology or equivalent and Two Years’ valid diploma of ECG Technician. Shri Rathore said the cabinet also gave approval to the proposal regarding regularization of land allotment on concessional rates to Social and Educational Institutions and Hostels in 35 cases of the last six months tenure of the previous government.

The Parliamentary Affairs Minister informed that six Bills shall be presented in the coming session of Rajasthan Legislative Assembly. The Rajasthan State Electricity Distribution Management Responsibility Bill-2017, The Rajasthan Land Revenue Amendment and Validation (Repeal) Bill-2017, The Rajasthan Relief Undertakings (Special Provisions) (Amendment) Bill-2017, The Rajasthan Legislative Assembly Members (Prevention of Disqualification) Bill-2017, The Code of Criminal Procedure (Rajasthan Amendment) Bill-2017 and The Criminal Laws (Rajasthan Amendment) Bill-2017 shall be presented in the coming Assembly session.
