Innovations and initiatives in Secondary Education

  1. School integration
    • Primary/Upper Primary schools located in close proximity of Secondary/ Senior secondary schools have been integrated for better supervision at the school level and optimum utilization of resources.
    • Out of the Total 13380 schools under secondary education department, 12272 schools are integrated schools.
    • Proximal Primary and Upper Primary schools in the same revenue village have been merged.
    • No schools have been closed down in the process, only integrated for better administration
·      The improved management of these schools has resulted in enrolment increase of ~17% across all classes as compared to last year

–    Class I-V:           ~19% increase in enrolment

–    Class VI-VII:      ~18% increase in enrolment

–    Class IX-X:        ~12% increase in enrolment

–    Class XI-XII:      ~19% increase in enrolment

·      Transition rate and retention rate has also increased this year, especially for girls

·      (Earlier, the child had to change the school at least thrice in order to complete the studies from class I to XII because of no large (I-XII/X) government schools, leading to drop-out during the transition, post integration, this issue has been resolved.)

·      The pass percentage has increased from ~66% to ~78% for class X and ~81%to ~84% for class XII

  1. Adarsh Schools at every Gram Panchayat
  • As per the budget announcement of 2015-16, one school (preferably form class I-XII/X) in every gram panchayat shall be developed as Adarsh School in a phased manner
  • Adarsh schools shall work as mentor schools and resource centers for other schools located in the Gram Panchayat
  • 9895 Government schools have been identified to be developed as Adarsh School
    • 1340 by 31.03.2016
    • 3097 by 31.03.2017
    • 5458 by 31.03.2018

Salient Features

  • Large integrated schools
  • Adequate number of teachers as per norms (no vacancies)
  • Infrastructural facilities like adequate number of class rooms, boundary wall, playground, computer labs, library, separate toilets for boys and girls etc.
·      Enrolment for these schools has increased by ~21% for the current session
  1. Swami Vivekanand Govt. Model Schools (SVGMS)
  • SVGMS are CBSE affiliated schools offering quality secondary education in English medium to talented rural students of Educationally Backward Blocks (EBBs)
  • 71 SVGMS have been established and functioning with 19088 students enrolled. 63 new schools are under construction

·      More than 85% of the total available seats in these schools have been filled and students are migrating from private schools
  1. Sharde Girls’ Hostels
  • One Girls’ Hostel in every Educationally Backward Block (EBB) for providing residential facility to girls studying in classes IX-XII
  • 132 out of total 186 proposed hostels have been functionalized with 7348 girls enrolled
  • These hostels provide a safe, clean and hygienic accommodation, balanced diet, recreational and learning aids to these girls
  • Intended to facilitate smooth transition of girls studying in class VIII (especially Kasturba Gandhi Balika Vidyalaya girls) to class IX
  • These hostels will make quality secondary and senior secondary education accessible to girls of deprived sections and enable them to complete their school education till XII
·      Enrolment of girls in class IX-XII increased considerably in the current session.

·      Transition rate of girls from class VIII to IX has improved.

·      Gender Parity Index is also expected to improve due to this intervention

  1. Information and Communication Technology Interventions
  • Shaala Darpan
    • An online, real time MIS called Shaala Darpan has been put in place
    • It shall enable data tracking at student, teacher, school, block, district and state level
    • Basic profiles have already been created and data is being continuously updated
    • New modules for effective tracking and functional utilization (use case specific) of the data are being developed and rolled out in a phased manner.
  • Rajasthan Education Portal
    • This portal has been developed and is being enriched. It offers e-content in form of chapters, videos, worksheets etc for all classes form I-XII in consonance with the syllabus.
  • Digital Literacy under PM’s Digital India Campaign
    • Formulated to impart IT training to Non-IT literate persons so as enable them to use IT and related applications.
    • ICT labs in 6500 schools of secondary setup are to be used as extended centers for this training through Rajasthan Knowledge Corporation Limited (RKCL).
    • In the first phase, all Non-IT literate teachers shall be trained and in the second phase it will be extended to common public.
    • 3700 Teachers registered till date.
  • Satellite Classes
    • Satellite communication through ICT labs is available in 2000 schools.
    • In these schools, satellite classes are being conducted, focusing on difficult areas. This intervention shall add to the quality and improve learning.
  • Regular Video Conferencing
    • The department is making use of the satellite transmission facility in 2000 schools to conduct monthly VCs with Principal and Head Teachers of all the 13380 schools to discuss important schemes with them.
  1. Transport Voucher Scheme
  • In order to ensure ease of access to schools for girls, State Govt. gives bicycles to all girl students in grade IX
  • Additionally, the option of transport voucher has been given to all grade IX-XII girl students who come from more than 5 Kilometers distance
  • An amount of Rs 20/- per day per girl is given for transport facility to such girls
  • Schools where the number of such girls is fairly high, bulk transport facility is being provided by hiring of vehicles by SMDC
  • ~12000 Girls have benefitted so far
  • For SVGMS, this facility has been extended to girls of VI-VIII also (7388 girls benefitted in all)
·      The Transition rate, Retention and enrollment of girls has considerably improved


  1. State Initiative for Quality Education (SIQE)
  • This project aims at improving learning levels of the students of grades I-V classes running in all Secondary/ Senior Secondary schools of the State
  • Under this, Child Centered Pedagogy (CCP), Activity Based Learning (ABL) and Continuous & Comprehensive Evaluation (CCE) are being taken care of primary grade
  • Intensive trainings of teachers have been conducted and 5-day orientation on SIQE is also being imparted to the Principals and Head Teachers of integrated schools so as to enable them to be able to comprehend and support to specific needs of primary grades
  1. Vocational Education
  • Vocational education has been introduced as an additional subject for students of grade IX-XII, in select schools from last year
  • The program aims to develop employability skills in students and reduce dropout
  • 70 schools were covered in phase-I wherein 4 trades were initiated – automobile, healthcare, beauty & wellness and IT
  • This year additional 220 schools have been covered with additional three trades – retail, security and travel & tourism.
·      ~16,000 students have been enrolled for these courses


  1. Inclusive Education for Disabled at Secondary Stage (IEDSS)
  • The aim of this scheme is to enable all students with disabilities to pursue four years of secondary education in an inclusive and enabling environment, after completing eight years of elementary schooling.
  • The scheme covers all children studying in classes IX to XII in government, local body with one or more disabilities.
  • Braille books have already been provided to blind children.
  • Environment Building Programme has been organized in 249 blocks.
  • Medical cum functional assessment camps are being organized
·      Ensuring inclusion of disabled children and ensuring their retention
  1. Staff Rationalization
  • Staffing norms have been identified for schools
  • For all the 13380 schools, staff rationalization has been done based on staffing norms
·      As a result of staff rationalization the teaching and other staff that used to remain concentrated around urban areas much in excess of the actual requirement, has been moved to rural areas ensuring availability of staff to schools.

·      This will ensure optimum utilization of staff strength

·      Rationalization shall prove to be a key to improved quality and thus increased enrolment and pass percentages in schools
