Follow zero tolerance policy on crime and criminals
Chief Minister Smt. Vasundhara Raje has said that police officials should follow the policy of zero tolerance to deal with crime and criminals. She said rule of law means punishing violators and protecting the law abiding citizens to achieve in letter and spirit the dictum of “Aam Jan Main Vishwas; Apradhion Main Dar”.
Smt. Raje was addressing SPs on the second day of Collector-SP Conference at CMO on Thursday. She said anticipation, analysis and early action on complaints are important for police officers. Small incidents and personal issues should not be allowed to snowball into law and order problem, she said.
The Chief Minister asked police officials to give reply to the letters and phone calls of MP, MLA, Jila Pramukh, Pradhan and other public representatives. She said strict action should be taken against the officers who behave rudely with public representatives and complainants.
Smt. Raje said to bring down road accidents, zero tolerance should be adopted in matters like driving under influence, talking on mobile phones while driving, using ear pieces while crossing roads, railway lines etc. She strongly advised concerted action by the police along with district administration, Transport, PWD, ULBs, Health, Education, NHAI and Railways department.
The Chief Minister said social media is a good platform for interaction and expressing views but sometimes this platform is misused for rumor mongering and disseminate false information leading to communal unrest. State has witnessed such incidents. She asked SPs to create a cell to monitor social media platforms so that quick action could be taken against anti social activities.
Smt. Raje said redressal of public grievances should be on top priority. There should not be complaints regarding delay in investigations, pending unrest and victims not being informed about progress of cases. She asked senior police officials to keep regular interactions with their counterparts in the neighbouring states for exchange of tactical intelligence which can help in controlling inter-state ramifications of crime. She flagged the issue of interactions with BSF and Army in the international border districts. She also said that intelligent sharing with collectors should not take back seat. She said SPs should be present necessarily in district vigilance committee meetings. She asked Additional Chief Secretary, Home to personally monitor the statistics related to tours, night halts, inspections and participation in important meetings.
She said police need to be humane, patient, just and respectful of rights. To promote investment it is vital that high standard of professionalism are displayed by the police. She said vigilant and active police is vital to maintain law & order and proper development of the state. She said constable is the visible arm of police. SHO and constable remain in contact with common man and they must behave in a cooperative manner.
The Chief Minister said use of modern technology in investigation, maintenance of databases and state of the art forensics were necessary for effective policing. She said sometimes matter of jurisdiction becomes the reason for non-action and the person in dire need of help does not get help from police. She said common citizens should not be involved in government procedure at such extent and must be helped on human ground.
Smt. Raje appreciated the management of Gurjar agitation and said Home Minister, ACS Home and all police officials involved deserve appreciation. She congratulated police officials for decrease in crime related to women, ST/SC and weaker sections of the society.
The Chief Minister asked police officers to ascertain public hearing, witness protection, shifting of jails from residential area and improvement in security measures in jails.
Addressing the conference Home Minister Shri Gulab Chand Kataria said significant decrease has been witnessed in increasing rate of crime in the last six months in comparison to year 2012-13. He said the crime increase rate which was 14.7 percent in 2012-13 has decreased to 7.2 percent in 2013-14. The increase rate of crime against women has decreased to 44 percent in the last 18 months. Increase rate of crime against ST/SC which was 17 percent in 2012-13, it decreased to 4 percent in 2013-14 and is down to minus 12 percent in the last six months, he said. He asked police officials to make efforts to bring down crimes and file FIR of the complainant. She asked SPs to conduct crime meetings on regular basis. ACS, Home Shri A. Mukhopadhyay initiated the proceedings of the conference in the beginning.
Chief Secretary Shri C. S. Rajan, DGP Shri Manoj Bhat, ADGs, IGs and SPs were present in the conference.
